Cannot add contacts to contact list in Outlook.com or 365

I have imported a list of contacts and created a contact list, but the Add to list button stays greyed out when I select a contact. I have 172 contacts I need to bulk email, so it's impractical to add them individually. Is there a fix for this?

I have a contact list with 48 names that display just perfectly when looked at in the contact list. When I go to use the contact list it shows 0 contacts. This also happens in another contact list with 8 contacts.

Suddenly a contact list with 48 contacts quit appearing when I started typing it's name. Brian Tillman suggested I use the dropdown of contacts by clicking on the TO button which worked. I selected the contact lists and both showed 0 contacts.
