Microsoft defies return of my locked email. Nothing works, certified letter does not work

I have been locked out of my decades-old, critical account (<Mod remove PII> @hotmail.com) for weeks. The automated recovery forms repeatedly fail, and I have already sent a Certified Appeal Letter to Microsoft's corporate headquarters without response.

Unique Usage: I use the account to transfer large files/pictures to myself.
