Competition levels are defined by the number of advertisers bidding on this keyword, relative to all other keywords across Microsoft Advertising.
You can specify competition levels when calling the GetKeywordIdeas operation.

Values
The CompetitionLevel value set has the following values: High, Low, Medium.
