how to retrieve old out look

Can't receive emails since I was hacked two months ago
I can send emails no problem, but I don't receive any new ones. I did notice a rule that had been created by the hackers that was diverting all of my emails to a folder; but I deleted that rule, yet still no emails come through?

Missing emails
I'm missing emails in outlook and hotmail and outlook as they aren't reaching me on either. one is a booking I had with a hotel chain. Is there someone in Microsoft I can speak to so they can look into it for me. It's so frustrating.

Email was not received by recipients despite being in Sent folder
I sent an email to two separate recipients. It appeared in my Sent box soon after. They did not receive the email. It was only upon replying to all as a chase up that they received anything at all.
