That needs to be Microsoft 365 F1 license, not O365 F1. Other than that, open a support case.
Cannot enable password writeback on Azure

I am trying to enable password writeback and on Azure site it is greyed out. I have F1 licenses assigned to myself and users, which I believe allow password writeback according to this: https://dori-uw-1.kuma-moon.com/en-us/azure/active-directory/authentication/concept-sspr-writeback
I have done all the permissions changes need, etc and updated to the latest AD connect, it is even being logged on the audit log that I have disabled and re-enabled password writeback, so it seems Azure is aware that it is enabled, however it is still greyed out. How do I fix this?
