Can't sign-in to Outlook or 365

I've been having the same problem for the last couple of weeks where I am unable to sign-in to my Outlook email account. When I provide the password it gives me a notification box that gives me an error code of 0x80048823. When i then try and sign-in via my phone number, I'm not receiving a code. When it started I could use the phone number/code method to sign in but no longer. I can sign-in to my main Microsoft Account with same information. I reset my password yesterday and it fixed the problem but then it failed again shortly afterwards, and the new password doesn't work now. I've gone through the Sign-in Helper tool but it doesn't fix anything, and at the end I try the Service Request link provided and that doesn't work either. Please help.
