Make sure your transferred .PST file is not set Read Only. Windows will quite often set a file from an external source to Read Only status as a protective measure and Outlook can't use a Read Only .PST file.
Cannot access mailbox settings (Tools) for pst files in outlook classic on Windows 11
I have just transferred all my files from a old Windows 10 laptop to a brand new Windows 11 laptop, and I have having problems with Outlook. I an using new Outlook for my hotmail and gmail accounts as they do not access local storage, and I use classic Outlook for 2 POP accounts (which are stored in the same pst file) and a Microsoft Exchange account (which is stored in an ost file). For the ost account I can access all the options in the file=>Tools menu (Mailbox Cleanup, Empty Deleted Items and Clean Up Old Items) but when I try to access any of theres options for my pst files I get the same error dialog which says "The opration failed because of a registry or installation problem. Restart Outlook and try again. If the problem persists, reinstall"
I have tried restarting and reinstalling, but the problem persists. Please advise.

How exactly did you attach those old
PSTfiles to your classic Outlook setup? Did you use the built-in import tool, or did you just configure your POP accounts to point straight to the raw transferred files?You also need to double check the exact folder path where those PST files are sitting right now.
Windows 11 aggressively sets up
OneDrivefolder backup for yourDocumentsfolder right out of the box. If your PST files got dropped in there, the OneDrive sync engine is probably locking the files constantly to upload them. When OneDrive holds onto a PST file, running operations like Mailbox Cleanup straight up fails and Outlook spits out that generic registry and installation error because the tool gets blocked from reading or modifying the database.Let me know the file paths and roughly how big those PSTs are so we can find the easiest way to fix it.
