GPT-4.1 deployment blocked by fraud protection (error 715-123420) — need RTFP unblock for Content Understanding

I am trying to deploy GPT-4.1 and GPT-4.1-mini models within my Microsoft Foundry resource to use with Azure Content Understanding.

The deployment is being blocked with error code 715-123420, which I understand is related to Realtime Fraud Protection (RTFP).

How can I solve this?

    The deployment request for GPT‑4.1 and GPT‑4.1‑mini is currently being blocked by an automated platform‑level safety validation performed during the provisioning process. This validation is part of the Realtime Fraud Protection (RTFP) system, which may temporarily restrict certain deployment requests at the subscription level before the model is created.

    Since this enforcement is applied during backend deployment validation and not at the configuration or resource layer, it cannot be lifted through changes within the Foundry project, deployment settings, or regional selection.

    To proceed further, this scenario requires assistance from the Azure Support team, who can engage internally with the Subscription and Security review teams to assess and unblock the deployment request where applicable.
