New M365 Business account all users stuck on "Give us a moment to set things up..."

Hi, we just purchased a new M365 for business account and we are unable to get OneDrive working. We are fairly new to M365 for business in regards to the back-end.

Checking all user profiles no OneDrive Personal site is being generated/provisioned. It has been almost a week now since account generation and starting the provisioning (loggin into the accounts and opening OneDrive).

Checking the User Profiles in the Sharepoint Admin Center originally showed a 0 and 32 (for account 1 and 2) under Personal Site Capabilities. These have been set to 4 as per online guides (now more than 4 days ago). Still no sites have been generated.

Removing (and waiting 15+ minutes) and readding licence, logging out and retrying have the same results (being stuck at "Give us a moment to set things up...").

Under Manage user permissions, it is correctly set to "Everyone except external users" have "Create Personal Site" enabled.

Checking under M365 admin center under active users and OneDrive says (for both accounts): "We can’t show the OneDrive settings. If this is a new user, their OneDrive might not be set up yet. Try again in a few minutes."

All users have full Microsoft 365 Business Stadard EEA (no Teams) licences active.

Trying to run Self-help diagnostics (Run Tests: OneDrive Provisioning) throws an error: "You don't have the required admin privileges to run this diagnostic. Please work with your Global Admin or Technology Admin to run it.". I am running all of this from the Global Admin.

Also trying to manuall add users under Manage Profile Service -> Manage User Permissions, I get an Access Denied.

    Normally, OneDrive for Business is provisioned when a licensed user signs in and opens OneDrive for the first time. In many cases, this process completes within approximately 24-48 hours. However, depending on backend timer jobs and specific tenant conditions, the provisioning process can sometimes take longer than expected. 

    If after this time frame OneDrive is still stuck at “Give us a moment to set things up…”, I recommend opening a support ticket with Microsoft Support. They have access to specialized backend tools that allow them to review OneDrive provisioning jobs, user profiles, and other system-level configurations. Once the ticket is submitted, a live support agent will reach out directly (via email or phone) to assist further. 

    You can open a new support ticket by following the steps below: 

    • Sign in to the Microsoft 365 Admin Center with your Microsoft administrator account. (If you're not an admin, please contact your organization's administrator to submit a request on your behalf.) 
    • On right bottom corner click on "Help & support"     
    • User's image
    • After that choose the "Contact support".    
    • User's image
    • Describe your issue and request to speak with a live agent. You may be offered options for chat or call depending on your region and support availability.
