These settings are managed at the administrator level and cannot be changed from within the Teams application by end users. 

    Because of this, I kindly recommend that you contact your organization’s IT administrator or internal helpdesk to have them review the Teams policies assigned to your account, particularly the calling and meeting settings related to video permissions. Once the IT admin enables video calling for your account, the Video call option should be available again.
