Additional context:
- We also saw a portal message indicating PostgreSQL upgrade was unavailable due to regional capacity constraints in North Europe.
- Because both PITR and fast restore fail, and because this happens from both Portal and CLI, this appears to be a backend Azure PostgreSQL Flexible Server restore issue rather than a portal/UI issue.
Please investigate and escalate to the Azure Database for PostgreSQL Flexible Server team, and confirm whether this is caused by a backend restore issue and/or North Europe regional capacity constraints.
