this error usually points to Office 2013’s startup service not running, or Windows starting in a mode that blocks Office from loading normally. If repair/reinstall already failed, it can also mean old Office pieces were left behind and are still breaking the launch.
Here are some suggestions you can try:
First, make sure Windows is not in Safe Mode. Microsoft says Office 2013 can show“Something went wrong” when Windows is running in Safe Mode. Press Win + R, type msconfig, and switch back to a normal or selective startup, then restart and test Office again.
Check the Microsoft Office Click-to-Run Service. Press Win + R, type services.msc, open Microsoft Office Click-to-Run Service, set it to Automatic, then select Start if it is stopped. That service is required for many Office 2013 installs to open at all.
If normal uninstall is failing, use Microsoft’s uninstall troubleshooter instead of Windows uninstall. It is recommended that this be used for a deeper cleanup, because standard uninstall can leave broken Office files behind.
Also check if Compatibility Pack for the 2007 Office system is installed. Microsoft says that add-in can cause crashes in newer Office versions, and it can be removed safely on Office 2010 or later.
If none of that helps, it is suggested that testing from a new Windows user profile is worth trying before going as far as resetting Windows.
