Microsoft Office Professional Plus 2016 offline activation

I am trying to activate Microsoft Office Professional Plus 2016 over the telephone as the server does not have Internet access.
I had been calling for more than 30 times and the telephone chatbot kept directing me to online activation portal.

Are there any other ways or other numbers for Singapore or APAC support that I can call?

Thanks.

    Dear @Jw,

Good day! Welcome to Microsoft Q&A forum!

Based on your description, I understand that you’re trying to activate Microsoft Office Professional Plus 2016 on a server without Internet access using telephone activation. However, despite multiple attempts, the automated phone system keeps redirecting you to the online activation portal. You’re looking for alternative activation methods or different support phone numbers for Singapore or the APAC region to complete the activation offline.

To ensure you receive the correct assistance and avoid further delays, I strongly recommend opening a support request via the Microsoft Services Hub. Submitting a case through Services Hub allows the support team to:

    • Verify your licensing and activation eligibility
    • Assess your offline or restricted network environment
    • Provide guidance that is not available through automated phone systems
    • Route your case to engineers who still support legacy volume activation scenarios, where applicable

This approach is the most effective way to get personalized help, especially for offline servers or compliance‑sensitive environments.

Please kindly log in and create a support request with details such as:

    • Product name and version (Office Professional Plus 2016)
    • Activation method attempted (telephone/offline)
    • Server environment and internet restrictions
    • Region (Singapore / APAC)

Once the case is raised, the support team will be able to review available options and advise on next steps.

Thank you for your patience and understanding.

For Office Professional Plus 2016 on an offline server, use phone activation but bypass the automated redirection and wait for a human agent, or use the newer Product Activation Portal workflow instead of the legacy telephone bot.

    1. For traditional phone activation of perpetual Office (including 2016):
Use the country/region-specific phone numbers listed in this article:
“Telephone activation is no longer supported for your product” error when activating Office.
Even if the exact error message is not shown, those numbers are still used for Office telephone activation. When calling:
      • Ignore or wait through the initial automated prompts that try to send to online/self-service.
      • Stay on the line until connected to a live agent.
      • Provide the Installation ID from the Office Activation Wizard and enter the Confirmation ID the agent gives back.
    2. If the automated system keeps forcing online activation:
Microsoft is modernizing activation and moving the automation from telephone to an online Product Activation Portal for perpetual products. The portal supports both connected and non‑connected devices and is intended to replace the old telephone automation. A human operator must sign in with a supported account type (personal Microsoft account, work or school account, Microsoft Entra ID, or Azure Government tenant account) to use the portal. The account used to sign in is not tied to the product license; it only secures access to the portal.
    3. If a human agent or the portal cannot complete activation:
Contact Microsoft customer service by phone for the region and ask specifically for help with offline activation of a perpetual Office 2016 license. If the front-end IVR suggests web support, wait for the menu and choose the options that route to business/technical support, then request an agent.
