Dear Team,

One of the hard drives in our server had failed and has now been replaced. Due to this, the operating system had to be reinstalled. After successfully completing the installation, we attempted to activate the server using our purchased product key, but we are encountering an error with code: 0xc004c020 [We can't active windows on this device because the product key was already used on another device]

Kindly assist in resolving this issue at the earliest.WhatsApp Image 2026-04-02 at 12.23.19 PM

    Hi Mr. Kanu Chakraborty,

I just wanted to follow up and see if you had the opportunity to proceed with the activation steps provided above. Were your IT administrators able to successfully contact the Microsoft Licensing Activation Center and get the activation count limit increased for your MAK key? If your server is still failing to activate after the hardware replacement, or if you need assistance locating the correct regional phone numbers for Microsoft Support, please do not hesitate to reach out. I am always here to help you get this resolved!

    Hi Mr. Kanu Chakraborty,

You have every right to be confused when a perfectly good product key fails out of nowhere, especially when you're in the middle of restoring a server after a hardware meltdown.

The error code 0xC004C020 you are encountering specifically indicates that the Multiple Activation Key (MAK) assigned to your organization has exhausted its predefined limit of allowed activations. When Windows Server activates, it generates a unique digital signature based on your server's underlying hardware components. Because you replaced a primary hard drive and performed a clean installation of the operating system, the Microsoft activation servers interpreted this altered hardware signature as an entirely new machine. Consequently, the system attempted to deduct another activation count from your MAK pool, hit the maximum permitted threshold, and automatically blocked the request.

Since the key is now mathematically exhausted on the backend, you cannot bypass this error using the standard Settings menu or command-line tools. To resolve this practically and get your server back into a compliant state, your IT administrator must contact the Microsoft Licensing Activation Center directly via phone. When speaking with the support representative, simply explain that the server underwent a hard drive replacement and OS rebuild. Once they verify your volume licensing agreement, they will manually increase the activation count limit for your specific product key on their servers. As soon as that limit is raised, you can click the "Troubleshoot" button on your screen or re-enter the key, and the server will activate seamlessly.

I hope this answer provided you with a clear explanation of the licensing mechanics and the exact next steps to take. If it did, please click "Accept Answer". Should you have any other questions, feel free to leave a comment!

Error code 0xC004C020 means the Multiple Activation Key (MAK) or Volume License key being used has exceeded the number of allowed activations. Even though the server hardware was repaired and the OS reinstalled, activation is counted as a new use of that key.

    To resolve this:

    1. Verify that the key in use is the correct Volume License/MAK for Windows Server 2025 Standard.
    2. Because the error indicates the activation limit has been reached, request additional activations or a replacement key from Microsoft by contacting the Microsoft Licensing Activation Centers.
    3. After Microsoft increases the activation count or provides a new key, run activation again on the server using that key (for example via Settings → System → Activation → Change product key, or via slmgr.vbs /ipk <new-key> followed by slmgr.vbs /ato).

If the key is managed by an organization, the internal licensing or IT admin should open the case with the Licensing Activation Center on behalf of the organization.
