Granting access without notifying users is possible as long as the sharing method does not send an email or push notification.
In OneDrive or SharePoint, adjust sharing so that the file or folder is available to everyone in the organization, but do not send an invite email:
- Go to the document or folder in OneDrive or SharePoint.
- Open the Manage Access or sharing options.
- Choose a link type that grants organizational access, such as People in <Your Organization>.
- Set the permission level as needed (for example, Can view or Can edit; optionally enable Can't download if required).
- Create the link but do not use the “email invite” flow to send it to users. Instead, distribute the link only where needed (for example, place it on an intranet page or Teams channel) so users can access it when they need it, without a mass notification.
This way, the entire organization has access via the link, but no automatic email or per‑user notification is generated.
If individuals have turned on their own file‑change notifications (for example, via OneDrive or Office apps), those are controlled on their side and can be disabled by them in their OneDrive or Office notification settings if they do not want alerts.
