The good news is that this doesn’t necessarily mean your licenses aren’t working. In RDS, the “Issued” count only increases once a client device or user actually connects and consumes a license. If no one has connected yet, or if the connections are still using the built‑in grace period, the counter will remain at zero.
Another common reason is that the license server hasn’t been properly activated. You’ll want to open the Remote Desktop Licensing Manager and confirm that the server is activated and that the license pack is installed. If the server is activated but still shows zero issued after clients connect, check that the RDS host is correctly pointing to the license server in its configuration.
It’s also worth verifying that the license type matches your setup (per user vs. per device). If you installed per‑user CALs, the “Issued” column may not update in the same way as per‑device CALs, since user CALs are tracked differently.
In short, “0 issued” usually means either no licenses have been consumed yet, or the license server configuration needs to be reviewed. Once clients connect and consume CALs, you should see the numbers update.
