How to open Newsletter feature using shared mailbox on Outlook

I'd like to open Outlook Newsletter feature using the shared mailbox.
I have access to the shared mailbox and are able to receive and send emails using the shared mailbox.

When I tried to open Newsletter feature using the shared mailbox, I couldn't:

The screen is loading forever, and when I refresh the page, a pop up like this appears:

    I understand your concern about the Outlook Newsletter feature and the issue you’re seeing when trying to use it with a shared mailbox.

    Based on current Microsoft behavior, Outlook Newsletters can only be created and managed from a licensed user mailbox. Although shared mailboxes can send and receive emails, they do not currently support opening or managing the Newsletter feature directly. Although shared mailboxes can send and receive emails, they do not support certain Outlook app experiences (including Newsletters). Because of this limitation, attempting to open Newsletters from a shared mailbox can result in an endless loading screen or an error such as “We couldn’t find this app.”

    Outlook Newsletters is only available to users in your organization who have the following items:

    • A valid Microsoft Entra ID account
    • An Exchange Online mailbox
    • Access to SharePoint in your organization’s Microsoft 365 tenant in any version of Microsoft 365 and Office 365 (enterprise, education, or business)
    • For reference: Manage Outlook Newsletters

    Note: Exchange Online standalone plans that don't include SharePoint aren't supported for authoring newsletter content. Also, support isn't available for Government cloud environments.

    To work around this limitation, Microsoft recommends creating and managing the newsletter from a personal (licensed) mailbox using Outlook on the web or the new Outlook for Windows. Once the newsletter is ready to be published, it can be sent using the shared mailbox address by configuring Send As or Send on behalf permissions. This ensures recipients see the shared mailbox as the sender while maintaining full functionality during newsletter creation.

    If your organization requires newsletters to be managed independently of a personal mailbox by converting the shared mailbox into a licensed user mailbox or using other Microsoft 365 communication tools such as Viva Amplify or SharePoint News, which are designed for organizational communications and do not have the same limitations as Outlook Newsletters.

    Newsletter is a mailbox app experience, and shared mailboxes in Outlook on the web and classic Outlook have limited or different add‑in/app support compared to primary user mailboxes.
