Activation Limit Reached

Product key has reached its activation limit, and I cannot activate the full number of valid licenses.

Previously, I could request this by phone, but now all calls are directed to the portal site, and I can no longer speak to an operator.

  • Number of Licenses Owned: 16
  • Currently Activated: Approximately 14 machines
  • Usage: Using Windows Server 2022 with downgrade rights from Windows Server 2025

Where should I request an increase in the activation limit?

    This is an OEM key.

Please tell me how to proceed.

    Hi Yumiko san,

For activation limit increases, Microsoft no longer handles these requests by phone. The process has been centralized through the Volume Licensing Service Center (VLSC) or the Microsoft 365 Admin Center, depending on how your licenses were purchased. Since you are using Windows Server 2022 with downgrade rights from Windows Server 2025, the correct path is to submit a request through the Microsoft Volume Licensing Support portal. You will need to log in with the account tied to your licensing agreement, open a support case, and specify that you require a “Product Activation Limit Increase” for your MAK key. Microsoft will validate your entitlement and extend the activation count accordingly.

If your licenses were acquired under Software Assurance or an Enterprise Agreement, you should use the VLSC support request form. If they were purchased through CSP, you must contact your licensing partner directly, as Microsoft will only process activation increases through the reseller channel in that case.

In short, the only valid escalation path now is via the licensing portal or your reseller, not by phone.

    Harry.

For an activation limit increase, the request path depends on how the Windows Server 2022 downgrade licenses were acquired.

    1. If the licenses are Volume Licensing (MAK/KMS under a VL agreement)
Use the Volume Licensing support channel to request a MAK activation limit increase:
      • Go to the Volume Licensing support web form (requires VL Administrator/Key Administrator/Key Viewer role).
      • Provide the following in the request:
        1. Agreement/Enrollment Number or License ID and Authorization
        2. Product name (for example, Windows Server 2022 Standard/Datacenter, including edition and version)
        3. Last five characters of the product key
        4. Number of additional activations required and business justification (for example, downgrade use from Windows Server 2025 with 16 licensed servers, 14 already activated, need remaining activations).
This is the documented method to request a MAK activation limit increase for Volume Licensing.
    2. If the licenses are CSP (Cloud Solution Provider) MAK keys
The CSP partner (Admin agent) must open a support ticket in Partner Center to request more activations:
      • In Partner Center, open a support ticket for CSP software key activations.
      • Include:
        1. First 5 digits of the impacted product key (not the full key) or PKID
        2. Product, version, edition (Windows Server 2022 with downgrade rights from 2025)
        3. Business justification (for example, valid downgrade deployment for 16 licensed servers)
        4. Activation quantity requested (how many more activations are needed)
CSP supports MAK keys only; KMS keys are not supported in CSP.
    3. If activation is via a perpetual retail/OEM key and the phone path was moved to the portal
Use the Product Activation Portal instead of phone support:
      • Go to https://visualsupport.microsoft.com.
      • Sign in with a personal, work, school, or Microsoft Entra ID account (the sign-in account is only for portal access, not tied to the license).
      • Choose Volume License key management if the key is a volume key and follow the flow for key limit increases or MAK/KMS activation exceptions.
      • If needed, use Contact Support in the portal to reach live chat or request a call.

    In summary:

    • Volume Licensing MAK/KMS: submit a MAK activation limit increase via the VL support web form.
    • CSP MAK: have the CSP partner open a Partner Center support ticket for a CSP software key activation limit increase.
    • Retail/OEM now routed from phone to web: use the Product Activation Portal and select the key-management/limit-increase path.
