Product key has reached its activation limit, and I cannot activate the full number of valid licenses.
Previously, I could request this by phone, but now all calls are directed to the portal site, and I can no longer speak to an operator.

For activation limit increases, Microsoft no longer handles these requests by phone. The process has been centralized through the Volume Licensing Service Center (VLSC) or the Microsoft 365 Admin Center, depending on how your licenses were purchased. Since you are using Windows Server 2022 with downgrade rights from Windows Server 2025, the correct path is to submit a request through the Microsoft Volume Licensing Support portal. You will need to log in with the account tied to your licensing agreement, open a support case, and specify that you require a “Product Activation Limit Increase” for your MAK key. Microsoft will validate your entitlement and extend the activation count accordingly.
If your licenses were acquired under Software Assurance or an Enterprise Agreement, you should use the VLSC support request form. If they were purchased through CSP, you must contact your licensing partner directly, as Microsoft will only process activation increases through the reseller channel in that case.
In short, the only valid escalation path now is via the licensing portal or your reseller, not by phone.
