New IP gets 451 4.7.500 Server busy. Please try again later from [PII removed].

How do I fix this. We are sending to government users, Hospitals and NHS trusts and being blocked from sending vital emails. We have changed our mail server IP as we had to change ISP and now we are being stopped from delivery of vital messages to hospitals, schools and local authorities.

The host is shown as <customer>.protection.outlook.com and gives a 451 4.7.500 Server busy. Please try again later from [PII removed]. [PII removed] is our mail server, and is not on Outlook. It is a private company mail server

    Dear Support Team,

    Since yesterday evening, we have been experiencing a critical issue delivering emails to our clients hosted on Microsoft 365. Our mail server is currently receiving the following "Server busy" error when attempting to reach recipients at domains such as hcltech.com:

    Error Detail: 451 4.7.500 Server busy. Please try again later from.

    Server Information:

    • Outgoing IP Address: 45.10.192.40
    • Organization: Vinsys IT Services

    We believe our IP is being affected by a Microsoft throttling policy. We experienced a similar situation in March 2025, which was successfully resolved after the Microsoft Support team reviewed and whitelisted our IP address. We are using our email service since last 15+ years.

    Please be assured that we maintain strict mailing policies and do not engage in spamming. However, this delivery block is now causing a significant impact on our daily business operations and communication with our clients.

    We kindly request your team to review our IP reputation and consider whitelisting 45.10.192.40 to restore normal service.

    Hi @Ian Burford,

    Based on your sharing, since you have changed to your mail server IP to a new one, Microsoft 365 treats it as a new sender with little/no reputation and has throttled traffic from your new IP address to evaluate reputation. New IPs can take days to a couple of weeks to ramp up depending on volume, complaint rate, list quality and also authentication.

    For the quickest workaround at the moment, I suggest:

    • If you still have access to your old outbound IP/an existing reputable SMTP relay, temporarily route outbound mail way from your new IP and restore deliver. Or if you have a Microsoft 365 tenant, you can relay through Microsoft 365 connectors and please follow the steps in here Fix NDR error 451 4.7.500-699 (ASxxx) in Exchange Online - Exchange | Microsoft Learn
    • At the same time, keep the queue trying and reduce send rate. Keep pushing high volume can keep you in throttling time longer
    • In case you do not have Microsoft 365 and no long access to old IP, the best option now is to escalate it to Microsoft Support. Ask a recipient Microsoft 365 admin to create a support ticket on your behalf and provide Microsoft with your sending IP, affected recipient addresses and also the full log so the support agent can help resolving as soon as possible.     The answer is generic and just wait and see. I need to know if there is a faster way to do this as our customers need to receive emails. These are hospitals and health care trusts ordering medicines and health care supplies and MS is blocking them at this time
