It looks like this is a mix of platform limits and app behavior, not just one broken setting. Personal Vault is listed for Windows 10/11, Android 6+, iOS 11.3+, and the latest Edge, Chrome, or Firefox, and Microsoft also says Office files in Personal Vault can only be edited on a PC or on the web.
Here are some suggestions you can try:
On the iPhone/iPad, make sure the OneDrive app is fully up to date and the device is on a supported iOS/iPadOS version. Newer OneDrive builds need iOS/iPadOS 16+, and outdated app/device versions can cause missing features.
In the OneDrive app, go to Profile > Settings > Account and use Reset. It is also recommended that Background App Refresh stays enabled, and if needed, reinstall the app on iOS. Those are standard mobile fixes for odd OneDrive app behavior.
For the Windows 7 laptop, try signing in from a private/incognito window or a different current browser if possible. Personal Vault is meant for the latest Edge, Chrome, or Firefox, and the old OneDrive app on Windows 7 has been out of support since 2022.
