I cannot log-in to my United Health Care (UHC.com) account. I've tried UHC call for help but they were useless. I can - sometimes - enter my account and password and get the two-factor page, enter the passcode, but it just cycles back to the sign-in page. Most of the time, just pressing sign-in button causes a cycle back. I know it's my Surface because I can login fine on my iPhone and work laptop (also Windows). I've tried erasing cookies, resetting Edge, using Chrome. No help. Help please?

Since you’ve already tested Edge and Chrome, the problem might be at the Windows profile or system level. At this stage, the only remaining things that I can think of are:
1 - Verify system date, time, and time zone
2 - Check Windows TLS settings

3 - Test with a brand‑new Windows user account

It helps to determine whether a background service is interfering with your game or program and to isolate the cause of a problem. They might look complicated at first glance but can help you get back on track.
If the issue still persists after everything, I'm also short on ideas. There isn’t a deeper Windows or Surface‑side fix beyond the steps above when multiple browsers on the same device are affected. The practical workaround is continuing to use a device where sign‑in works.
