Bing Ads Wrongful Suspension

Hello,
I run a web agency and recently attempted to set up a Microsoft Advertising account. My account was immediately suspended.

Support indicated the suspension was due to my domain forwarding to a "House Painter" site. I explained that as a developer, I frequently use my own domains as staging environments or placeholders to show clients rough drafts (in this case, a painting client).

Despite explaining this context and after appeal attempts where I provided the context, I was told the decision is final and permanent. This feels like a "false positive" triggered by automated systems seeing a "parked" or "redirected" domain. Is there a specific path for agencies to undergo manual identity and business verification to prove we are a legitimate service provider? I would appreciate any advice on how to get a human to review the actual business context here.
