This kind of issue usually isn’t related to the payment method itself (card/PayPal), but to a billing or account-level block in Microsoft’s commerce system.
When multiple payment methods fail across different providers, the most common causes are:
- A temporary restriction on the Microsoft account or region billing profile
- A mismatch between billing address, region, or currency settings
- A pending verification or security hold on the account
- The payment being declined by Microsoft’s own risk system before reaching the bank
Unlike retail stores (like Apple’s ecosystem), Microsoft payments go through an additional risk and fraud evaluation layer, which can reject transactions even when the card is valid.
So the issue is usually not “the cards don’t work”, but that the account is currently not passing Microsoft’s internal payment validation checks.
