Microsoft has acknowledged this behavior in their update documentation and confirmed that certain cumulative updates temporarily break PDF printing functionality.
Microsoft has already released fixes in newer preview updates such as KB5060829, and these patches restore the Print to PDF feature for affected systems. These will also be included automatically in the next scheduled Patch Tuesday release. Installing the latest cumulative or preview update typically restores normal operation.
If you prefer not to install optional preview updates, a temporary workaround is to manually re-enable the "Microsoft Print to PDF" feature through Windows Features or PowerShell, though Microsoft notes this may still fail until the fix is installed.
