Scammers reported but not a violation of policy

I block around 10 people every day on Teams, knowing it is a fake friend request and have hundreds of fake profiles blocked. Multiple people use a picture of retired porn actress Aria Giovanni. Yesterday I received a request with a picture of Aria Giovanni and her name. I reported it and explained why. I received a reply that it was not a violation of Microsoft's policy.

"Right of Privacy" prevents a person of using another person's likeness and name. This is illegal. When I tried to reply to the email it shows as undeliverable. I am seriously considering contacting my Congressman and State Representative about this matter.

Any suggestions?
