I'm getting an error when trying to forward a message:

I see this on Outlook Web. I've found that beginning to type my message, even just one word, before clicking the link to show the original message, will allow me to then click the link and have the original message show.
I assume you aren't using Shared Mailbox right?

That informational message indicates that Outlook cannot currently display the original message in the compose window, but it will still be included when the forward is actually sent. No corrective action is required if the forward sends successfully and the recipient receives the full original content.
If the goal is to change how the original message appears when replying or forwarding (for example, to always include the original text inline instead of as a collapsed or hidden block), adjust the Outlook reply/forward options:
Then choose the desired behavior, for example:
Note: Do not include original message is not available when forwarding messages.
After changing these settings, new forwards will follow the selected format, though Outlook may still briefly show an informational line about the original message being included when sent.
