It appears that the account you login to your computer with does not actually have full Administrator rights, which is a requirement for installation of the 4-CU and dependent software (SQL..., etc.). Contact your IT department so that they can:

uninstall the software (SQL & 4-CU) that they installed multiple times yesterday
login with a user that does have full administrator rights
If the C:\Program Files\Microsoft SQL Server\MSSQL15.CUSQLEXPRESS2K19\ folder still exists, delete the MSSQL15.CUSQLEXPRESS2K19 folder
restart the computer
move the 4-CU and/or SQL installation file(s) directly to the C:\ and install the SQL software from an account logged in that does have full Administrator rights directly to the C:\
restart the computer and login with Mr. King's account to open the 4-CU software while your companies' IT team is still available so that they can troubleshoot if there is a problem

Why would you be able to? The error message suggests that you don't have permissions enough. Is this something you contend?

In any case, as I understand it, you are trying to install a program call 4-CU, which includes an installation of SQL Server. Since the install package comes from 4-CU, it may be better to contact the vendor if there is no IT department to reach out to.
