As discussed, This behavior is most likely caused by a temporary Azure Portal / Marketplace UI issue. Since there are no validation errors and the Create button becomes unresponsive, we recommend creating the Load Balancer using Azure CLI, PowerShell, or ARM templates as a workaround. You can also try creating the Load Balancer directly from the Networking category instead of Marketplace.
Instead of Marketplace:
- Go to Azure Portal → Create a resource → Networking → Load Balancer
- This path sometimes avoids Marketplace rendering issues and loads the wizard correctly.
