Issue Description: Implementing the Team Targeting Hierarchy, even the Publishing tab/option is appearing in Teams, the window is completely empty with no way to add tasks
Assessment: This behavior was caused by Teams desktop app cache. Resetting the Teams app helped clear the cache and refresh the application, which is known to resolve many desktop-related issues. Clear the Teams client cache
