Keep getting activation error in Event Viewer

This shows up over and over again in Event Viewer. Windows 11 Pro shows as activated. My Office 2021 shows as activated. I have separate active licenses for Visio & Project. They show as activated. All are digital licenses tied to my Microsoft account.

The rules engine reported a failed VL activation attempt.

Windows still seems to start OK and I can run Office apps ok but why does this keep showing up?

    For home computer this error code says the activation and possibly installation were made illegally. This could do unfair seller, technician or any other person during computer repairing. Please, ask PC manufacturer whether it preinstalled Windows on this device. And if you don't have a license you need to buy one.
