i'm trying to enable site recovery to different region from north europe to israel and no able to start the site recovery to start replication. resources are not being created

Azure Site Recovery supports replication of VMs between certain paired or supported regions. According to Microsoft’s Azure Site Recovery support matrix, not all regions are eligible as either source or target.

If the region in which you want to create a vault doesn't show, make sure that your subscription has access to create resources in that region.

If you can't see a region within a geographic cluster when you enable replication, make sure that your subscription has permissions to create VMs in that region.

You need Contributor or Owner role on both the source and target subscriptions. If the vault is in a different subscription, you must have permissions there too.

There are several reasons why you might not be able to enable Azure Site Recovery for your virtual machines (VMs) when attempting to replicate from North Europe to Israel:

Resource Group and VM Location: Ensure that the resource group and the source VM are in the same location. Azure Site Recovery requires both to be in the same region for replication to be enabled.
Subscription Issues: Verify that the resource group is part of the selected subscription. If the resource group is not associated with the subscription you are using, you won't be able to find it during the protection setup.
Quota Limitations: Make sure your subscription is enabled to create Azure VMs in the target region (Israel) and that you have sufficient quota to create VMs of the necessary sizes. If there are quota limitations or if the subscription is not enabled for that region, replication will fail.
Stale Configuration: If there is a stale Site Recovery configuration from previous attempts, it could prevent you from enabling replication. You may need to remove any stale configurations before proceeding.
Capacity Constraints: If the target location (Israel) has capacity constraints, you may need to disable replication to that location and enable it to a different location where your subscription has sufficient quota.

To troubleshoot, you can check these aspects and ensure that all prerequisites are met before attempting to enable replication again.
