I have been subject to automatic Windows updates since April 2025. Each time an update to 24H2 or 25H2 completes, my buffer speed in Edge and Chrome are heavily throttled on Youtube. Before the update, I could stream at 1080p with an enhanced bitrate without issue. After the update, there is stuttering even at 480p.

I have tried updating all of my drivers, clearing my browsing history/cache, DNS flush and ipconfig commands, and reinstalling the browsers. The only thing that works is restoring my computer to a version of Windows prior to the update (23H2).
