If you are unable to assign a Microsoft 365 Business license, here are a few steps you can take to troubleshoot the issue:

    1. Check Admin Permissions: Ensure that you have the necessary admin permissions to assign licenses. Only users with the appropriate admin roles can manage licenses.
    2. Verify License Availability: Make sure that there are available licenses for the product you are trying to assign. You can check this in the Microsoft 365 Admin Center under the Billing > Licenses page.
    3. Assigning Licenses: To assign a license, go to the Users > Active users page in the Microsoft 365 Admin Center, select the user, and then in the right pane, choose Licenses and apps. Ensure you select the appropriate checkboxes for the licenses you want to assign and save the changes.
    4. Self-Service Purchases: If the license was purchased as a self-service subscription by the user, you may not be able to assign it directly. You can take over the subscription to manage it.
    5. Check for Conflicts: If there are conflicting services within the licenses you are trying to assign, you will receive an error message. Review the services included with each license to resolve any conflicts.

If you continue to experience issues, consider reaching out to Microsoft support for further assistance.

    Hi @Lukas Tanner,

Welcome to the Microsoft Q&A forum.

Thank you for reaching out to us. I would like to provide you with the following information:

The cause of this issue may come from several reasons:

    • License assignment can only be performed by the tenant admin.
    • The license slots may have run out.
    • There is a current issue that Microsoft has acknowledged: Admins may be unable to make changes to their organization information in the Microsoft 365 admin center.

To resolve the issue, please check the following:

First, ensure that your account has admin permissions. Then follow the steps below to assign the license (if your account does not have admin rights, please contact your tenant admin or IT department for support):

    Step 1: Go to admin.microsoft.com

Step 2: Select Users > Active users > choose your account

Step 3: Select Licenses and apps and proceed to assign the license to your account.

Next, check whether the license still has available slots. If the license has no available slots left, you can re‑allocate by removing a license from another account to free up a slot for the account you want to assign it to.

If the two steps above cannot be completed, you may be experiencing the same issue Microsoft has acknowledged. You can follow the issue using the steps below:

Microsoft 365 admin center > Health > Service health > Issue ID: MO1193675

In the incident details page, please click on: “Are you experiencing this problem?” > select “Yes”

This action will help Microsoft’s technical team recognize that your tenant is affected by this issue, and when new updates are available, they will prioritize support for your tenant.

I hope this information is helpful. Please follow these steps and let me know if it works for you. If not, we can work together to resolve the issue. Thank you for your patience and understanding.

If you have additional questions or need further assistance, please leave a comment on the post so I can continue supporting you.

I look forward to hearing from you.
