How to choose download location and rename attached files in Outlook?

When I click an email attachment to download it, it automatically downloads as-is without asking me where I want to save it nor what I want to call it. Is there any setting or some way to have Outlook ASK me where I want to save it and give the option for me to retype the file name? I've tried going into settings and searched "Download" and nothing comes up.

    To resolve this, you will need to adjust your browser settings by following these steps: 

    1. Open Microsoft Edge. 
    2. In the upper-right corner of the window, click Settings.

    1. On the left side of the window, under the Settings section, click the Downloads tab.

    1. In the Downloads section, toggle the "Ask where to save each file before downloading" switch to on.
