New Microsoft Account Cannot Access Azure or Entra – “No Directories Found” and AADSTS16000 Error

Hi team,

I created two new Microsoft accounts (one Outlook.com-based and one Gmail-based MSA). Both accounts are able to sign in to portal.azure.com, but Azure shows:

“No directories found”

The current directory is just a GUID (Microsoft Services tenant)

I cannot create or switch to any directory

Entra ID will not load at all

As soon as I try to open Entra ID, I get this error before the portal loads:

AADSTS16000: User account from identity provider 'live.com' does not exist in tenant 'Microsoft Services' and cannot access the application. 
The account needs to be added as an external user in the tenant first.

I have already tried:

Waiting 24+ hours

Clearing cookies / Incognito mode

Tenant creation links (Azure portal & Entra portal)

Creating a free Azure subscription (fails due to no directory)

Signing out everywhere and back in

Trying both Outlook and Gmail MSAs

Both accounts remain stuck with “No directories found” and cannot create a home tenant.

It appears the home tenant was never provisioned properly during Microsoft account creation, or the identity is stuck in the “Microsoft Services” tenant and unable to be repaired through self-service.

Could someone from Microsoft please help check the backend provisioning and repair the identity so that the account receives a proper home Azure AD directory?
