I have a couple of clients that have purchased Open Value Agreements. Their contracts and licenses are not showing up under their tenants.

If Open Value Agreements and their licenses are not showing up under your clients' tenants, there could be several reasons for this issue:

    1. Licenses might have been ordered separately from their underlying base license, such as Maintenance, Upgrade Advantage, or Software Assurance.
    2. You may not have a complete list of License IDs. It's possible that full licenses were acquired under License IDs that you do not have permission to view.
    3. Recent orders with your Microsoft partner might not yet be processed, which can lead to licenses not appearing in the tenant.
    4. Full licenses acquired through OEM or Retail purchases are not visible in the Volume Licensing (VL) pages of the admin center.

To resolve this issue, you may need to check the permissions associated with the License IDs or contact volume licensing support for assistance.
