Microsoft 365 Excel not unlocking on MacOS

I am trying to use Microsoft 365 Excel on Mac. Excel starts ok but goes into protected mode with the message saying to subscribe or try a free month. When I click on that message it brings up a dialog with an option near the bottom saying "Restore Previous Purchase". I have purchased the product already, but when I click this option and login to my Microsoft account it keeps showing the error "Unable to associate your purchase - Your purchase was successful but we were unable to associate it with your Microsoft account."
