Our Perforce server is not running on Azure, P4 support thinks its a billing issue, but the bill shows as paid

More information - the "Amount due" on the Azure subscription page shows as $0.00 and the last bill shows as paid on 12/9/2025. This is a really serious problem...

Even though the latest Azure bill appears paid, your Perforce server can stop working if the underlying Azure subscription entered a restricted state (Disabled / Past‑due / Credit‑hold). This can happen when earlier invoices, support plan charges, or other billing‑profile‑level charges are still pending. Under EA and MCA accounts, only the billing administrator or EA Admin can view the real payment status, so what you see as “paid” may not reflect the full billing profile.

Please check the actual subscription state in the Azure Portal and review all invoices under the billing profile. If the subscription is suspended due to any unpaid historic charge, compute/storage resources running Perforce will stop. The official fix is to open a free Billing Support request from Azure Portal → Help + Support → Billing, and they will confirm and remove any billing hold.

Follow the instructions to provide details about the issue.

1. In the Resources menu, go to the Help section and select "Support + Troubleshoot." In the "Support + Troubleshoot" window on the right, type "Billing" in the search box, select Billing, and click "Next."
2. Select your subscription and click "Next." You will see some suggestions to fix the problem. If not, follow the steps below.
3. Scroll down and you'll find the 'Contact Support' option. From there, select 'Create Support Request'.
4. Enter a description of the issue (Issue Type , Subscription, Summary, Issue Type - Support with Billing, Issue Detail Type )
   1. When the solution reappears, click 'Back to support request'. Click Next to create a billing support ticket.

It is basically impossible to get through the barrage of questions it asks to submit a support request. I keep getting redirected to these automated answers that are not helping me. I tried following these instructions but it doesn't work...

Please follow below exact steps to open support case:

Go to Azure portal > Search for Help + Support or https://portal.azure.com/#view/Microsoft_Azure_Support/HelpAndSupportBlade/~/overview

• Click on Create a Support Request
• On right-side panel, enter Billing and click Go > select the issue with "Billing" > select your Subscription then click Next.
• Do not click on any suggested articles instead click on the Create support request on top of the panel.
• 

Select the Issue type as Billing and, select the summary, problem type and problem subtype as per your issue like below > then click on Next**.**

• 
• Do not click on any recommendation solution/article, instead click on the Return to support request then click Next.
• 

Fill out all the required information and provide a clear description of your issue and click Next.

• Review and create as submit the support request
• You should receive an automated email within a few minutes and then be contacted by support team.

This is where I get to when I follow your instructions... that leads down the same path as before. I never get to this "New Support Request" page as you show here. Clicking "Create a support request" just refreshes the right side of the page.
