Based on the information you provided, it appears you are unable to recover OneDrive and SharePoint data and those are unable to find in both recycle bin and version history.
Since you mentioned that it is not in the recycle bin, please also check the second-stage recycle bin. You can find it the option at the bottom of the Recycle Bin page, select second-stage recycle bin.
Please note:
For SharePoint site, only the site administrator can access the second-stage recycle bin. If you do not have the necessary permissions, please contact your IT support team for assistance.
For OneDrive, you must be the owner of the OneDrive or added as site administrator to access the second-stage recycle bin.

If the assignment is not found in either stage of the recycle bin, you can review the file audit by following these steps:
- Go to the General channel in Teams.
- Open the Files tab and select Open in SharePoint.
- In SharePoint, click the Settings gear icon (top-right corner) and choose Restore this library.
This will show whether the file was deleted or moved to another location.

If you still cannot find the file, please contact Microsoft Support immediately, as SharePoint Online retains backups of all content for 14 additional days beyond deletion and currently a week have already passed. You would need to back up all recent updates in your SharePoint and OneDrive as this action will restore the site collection to the specific time. within 14 days.

To submit a new service request to Microsoft Support, you will need to:
