unable to call function app url from bluehost

I have several function apps in azure. They were working fine, and they suddenly stopped. Calling the url from a browser window shows the blue success screen, but it is not working from our bluehost website. I have contacted them and they assure me they are not blocking it. Here is the report from our developer: Is azure blocking our site? Thanks.

We have a Function App running on a Windows Consumption Plan (Y1) in Central US:

Name: mywcwellnessorders

Default domain: mywcwellnessorders-hnchd7fea3b7geh6.centralus-01.azurewebsites.net

Our external server (Bluehost) at outbound IP 162.241.218.238 receives an immediate TCP reset when attempting to connect to the Function App. There is no TLS handshake and the failure occurs at connect time (0 ms). The same endpoint is accessible from all other networks.

Bluehost error:

cURL error 7: Failed to connect to mywcwellnessorders-hnchd7fea3b7geh6.centralus-01.azurewebsites.net port 443: Connection refused after 0ms

Azure logs:

Connection attempt from 162.241.218.238 → 20.118.48.3:443 receives immediate refusal.

We need to know:

  1. Is 162.241.218.238 or its NAT range blocked by Azure App Service infrastructure, IP reputation filtering, or hidden network rules associated with the Consumption Plan?
  2. Is this endpoint subject to platform-level IP blocking that does not appear under "Access Restrictions"?
  3. Can you verify whether a platform firewall or automatic threat protection rule is rejecting traffic from this IP?
  4. If the IP is blocked at the platform layer, can it be unblocked or is the only supported solution migrating to Premium or App Service Plan?

We are not using Front Door, Private Endpoints, or Access Restrictions. Public network access is enabled. The Function App is publicly reachable from all networks except Bluehost.

Please run a platform-level inbound connectivity test from 162.241.218.238 and confirm whether Azure is intentionally rejecting this IP or its range.

    I'm seeing the same issue but in reverse. We make calls from an azure app service in West US region to a blog feed that is hosted on BlueHost https://yourtrialmessage.com/feed/ since 12/9/25 those connections instantly fail.

    A test from KUDU shows

    C:\home\site\wwwroot>tcpping.exe [yourtrialmessage.com]

    Connection attempt failed: Connection timed out.

    Connection attempt failed: Connection timed out.

    Connection attempt failed: Connection timed out.

    Connection attempt failed: Connection timed out.

    Complete: 0/4 successful attempts (0%). Average success time: 0ms

    The same test works from a development server also in azure configured the same way but in West US 2 Region.

    So there appears to be a peering issue between West US/Central US and BlueHost servers
