Change credit card address from the US to Canada

I've tried creating a new subscription, but it won't let me set a billing address in Canada. Perhaps because I am physically in the US right now? When I originally entered this request it was a "C", but it has now become an "A" because the billing cycle will end soon.

Microsoft does not allow changing the billing country/region for an existing Azure subscription or billing account. The Country field is locked by design and cannot be edited.

This is why you’re unable to update your credit card address from US → Canada, and why creating a new subscription still defaults to the US—your Microsoft Account and existing billing profile are tied to the United States.

As a resolution:

1. Create a new Azure account/billing profile in the correct country (Canada)
2. Move your existing subscription(s) to the new Canadian billing account

This requires a support request. Users cannot self‑move subscriptions across billing accounts.

Follow the instructions to provide details about the issue.

1. In the Resources menu, go to the Help section and select "Support + Troubleshoot." In the "Support + Troubleshoot" window on the right, type "Billing" in the search box, select Billing, and click "Next."
2. Select your subscription and click "Next." You will see some suggestions to fix the problem. If not, follow the steps below.
3. Scroll down and you'll find the 'Contact Support' option. From there, select 'Create Support Request'.
4. Enter a description of the issue (Issue Type , Subscription, Summary, Issue Type - Support with Billing, Issue Detail Type )
   1. When the solution reappears, click 'Back to support request'. Click Next to create a billing support ticket.
5. After support transfers the subscription, you can add your Canadian credit card normally.

But I can't even create a new account with a Canadian billing address. It seems like the fact that I'm physically in the US right now is preventing me from creating that new account with an address anywhere except in the US.
