I have tested on my device, and I did not see the same behavior as yours. My Microsoft Outlook Web Content process runs at 1% CPU.
If you switch to Legacy Outlook, do you meet this issue?
Did you download New Outlook for Mac on App Store or directly on Microsoft website?
If you download from the App Store, uninstall it and download Outlook version 16.103.3 via Update history for Office for Mac - Office release notes | Microsoft Learn
You can also try restarting your Mac or Start up your Mac in safe mode - Apple Support
I also found this article which might be related to your case, the suggested solution is to rebuild the Outlook profile or database. Close the app completely. Head to this folder ~/Library/Group Containers/UBF8T346G9.Office/Outlook/Outlook 15 Profiles. Back up your main profile folder first thing. Then make a fresh profile and add your accounts back in. If things work fine with the new one the old profile was likely corrupted.
