Your account is under review means Microsoft has flagged your billing/profile information and temporarily blocked new purchases and payment methods until verification finishes or support clears the block. Because your old billing profile is in Belarus (a sanctioned/blocked region) and you are now in Poland, this is almost certainly a compliance and regional-billing issue, not just a simple card error.
The review process normally takes about one day to complete but can take longer.
The following screenshot shows the review notification displayed during checkout.

Microsoft send an email notification about the review to all global and billing admins on your account. In some cases, the notification is sent to users who have the Billing Account Owner or Billing Account Contributor role on the account. The notification says that a review is currently in process. A confirmation email notification is sent after the review process is complete.
- When an account is under review, purchases and adding payment methods can be blocked until Microsoft confirms your identity, region, and that your use complies with their terms and regional restrictions.
- Billing profiles are region-bound; if the profile is in a restricted region (like Belarus), the system may refuse new cards, even if the card and you are now in the EU.

You can check the status of your account in the Microsoft 365 admin center during the review period. To check the status of your review, go to the Billing > Billing accounts page and select the account that you used to complete your purchase.
Make sure your profile matches your real Polish details
- Ensure your Azure profile / Microsoft account profile address, phone, and country/region are updated to your actual Polish address and phone number.
- If you are able to create a new billing profile, set its region to Poland, and then try adding a Polish-issued card that matches that address (same country, postal code, name).
- If the payment dialog is locked to Belarus and you cannot change it, do not keep trying; that usually means the profile itself is blocked and must be handled by support.

If you used (or created) a tenant based in Belarus
- Try removing/ deleting or replacing a tenant that was originally created in a blocked location, then setting up a new tenant with a compliant country/region may help to resolve under review accounts.
- If you have multiple tenants, verify which tenant/subscription is actually tied to the blocked billing profile. In some cases, deleting the non‑compliant tenant (after moving or backing up any data you need) was required.
If they don't work You will likely need Microsoft support
Because you cannot change the billing region away from Belarus yourself and the account is already under review, this is something only Microsoft can unlock or migrate. Do the following:
- In the Azure portal, go to Help + support → Create a support request. Category- Billing or Cost Management + Billing. Problem type: Account, subscription, or sign-up / Cannot add payment method / account under review.
