Change payment and Region for billing past due date

My Microsoft / Azure account shows "Your account is under review".

I previously had a billing profile in Belarus region.

Now I am physically located in Poland and want to use Microsoft Azure and Microsoft 365 legally.

I cannot add any payment method and receive this error:

"The payment instrument cannot be validated."

Please help me understand what information or documents are required from my side to complete the verification.

Also I cannot change the region in Add new payment dialog from Belarus to anything

Because your old billing profile is in Belarus (a sanctioned/blocked region) and you are now in Poland, this is almost certainly a compliance and regional-billing issue, not just a simple card error.

    The review process normally takes about one day to complete but can take longer.

    Microsoft send an email notification about the review to all global and billing admins on your account.
