Based on your description, I understand that you accidentally purchased 25 Visio Plan 2 licenses instead of the 2 you need. Therefore, here are some steps I recommend you try:
Option 1: Remove licenses from your subscription in the Admin Center
Note: You can only remove licenses when recurring billing is turned on.
- Go to the Microsoft 365 admin center.
- If you’re using the Simplified view, select Subscriptions.
- If you’re using the Dashboard view, go to the Billing > Your products page.
- Select the subscription that you want to change.
- On the subscription details page, select Remove licenses. What if I can't select the Buy licenses or Remove licenses buttons?
- Under New quantity in the Total licenses box, enter the total number of licenses that you want for this subscription. For example, if you have 100 licenses and you want to remove 25 licenses, enter 75.
- Select Save.
However, you can only remove licenses from your subscription during a limited time window after you buy or renew your subscription, or if you recently bought more licenses. If the window is closed, the subscription details page lists the date when your plan changes take effect. For reference: Remove licenses from your subscription
Option 2: If you cannot reduce/ adjust the number of your licenses, I recommend you cancel your subscription and buy a new one with correct quantity:
Step 1: Cancel your subscription in the Admin Center
- Go to the Microsoft 365 admin center.
- If you're using the Simplified view, select Subscriptions.
- If you're using the Dashboard view, go to the Billing > Your products.
- Select the subscription that you want to cancel.

Important:
- If you have an MCA billing account type, you can only cancel and receive a prorated credit or refund if you cancel within seven days after the start or renewal of your subscription. If you cancel during this limited time window, the prorated amount is either credited or returned on the monthly invoice around the beginning of the following month.
- If you have an MOSA billing account type and you cancel after you start or renew your subscription, you receive a prorated credit or refund. The amount is either credited towards your next invoice or returned to you in the next billing cycle.
Step 2: Purchase the Correct Licenses
- After canceling or reducing, go to Billing > Your product > Add more products > All products or go to Marketplace > All products
- Search for Visio Plan 2 and select 2 licenses to complete the checkout.

Option 3: Contact Microsoft Support - Billing Team
Since cancel subscription and refund request things need approval from Microsoft Billing team, therefore, I highly recommend you contact the Microsoft Billing Team through the Admin Center: Click Help & Support > Contact Support > Explain that the purchase was accidental and you only need 2 licenses. The Billing Team can assist with cancellation and refund or help you to reduce the number of licenses. For more information, please refer to Get support for Microsoft 365 for business
