Right now, "New Outlook" for Windows and Outlook on the Web don't let you scroll through months without stopping by using the mouse wheel. The calendar view shows only one month at a time, and you can move within that view using the mouse wheel. If you're using the older "classic" version of Outlook, you may have more choices for scrolling.
To get around in the New Outlook calendar, you can use the arrow buttons next to the month name to move between months, use the mini calendar in the right to jump to certain dates, or switch to a different view. When you're in Week or Day view, you can use the arrow keys or mouse wheel to scroll through hours and switch between weeks. The List view shows a simple list of future events in order by date.
If your mouse wheel isn't scrolling in Outlook, check a few simple system settings. First, go to Settings > Bluetooth & devices > Mouse and make sure "Scroll inactive windows when I hover over them" is on, since Outlook uses that feature. Next, make sure your Outlook app is fully updated, since newer versions often fix scrolling issues.
