Bought an official product key for office 2016 in 2016. Now I can only use it on one computer?

Since than 2016 I"ve installed on two of my computers and ran them successfully for years. I would install them on my replacement computers. Now I am told I can only use the product key on one computer at a time. Is this a change of policy or what?

    The retail license for Office 2016 (for others, too, by the way: 2019, 2021...) allows you to use only one copy of the software on one PC at a time. This is written in the EULA:
