"Container images in Azure registery should have vulnerability findings resolved" shown in Security if there is zero findings

I can see in Security recommendation with High severity alert that Container images vulnerabilities should be resolved. When I go to findings - there is Zero.

Can this recommendation be not there if it is not valid?
