How to fix offline portion of machine-specific and machine-independent apply operations. error: 0x8007042B when doing an in-place upgrade?

Windows Update pushes the same version of 25H2, possibly because the system was removed from the Windows Insider Program release preview. Each installation attempt fails and rolls back.

Already tried the following with no luck:

DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannow
Set-Service -Name "wuauserv" -Status Stopped
rm -Path "C:\Windows\SoftwareDistribution" -Recurse -Force
Set-Service -Name "wuauserv" -Status Running

    I understand that you are having some struggle with Windows update. As I see, the error code you see point to an issue with external connection. In this case, please try to remove them all first, then restart your PC and try to preform the upgrade again.

    If that doesn't work, please try those steps as well.

    • Perform a Clean Boot Disclaimer: A “clean boot” starts Windows with a minimal set of drivers and startup programs. It helps to determine whether a background service is interfering with your game or program and to isolate the cause of a problem.    
      1. Type "msconfig" in the search bar and press Enter.
      2. Uncheck "Load startup items"
      3. Select "Services" tab
      4. Select "Hide all Microsoft Services"
      5. Check all and select "Disable all"
      6. Open Task manager
      7. Go to the Startup tab and disable all startup apps.
      8. Restart your PC and try the installation again.
    • Disable optional feature
      1. Type "PowerShell" in the search bar and select "Run as administrator"
      2. Type Get-WindowsOptionalFeature –Online | Where-Object {$_.State –eq “Enabled”} and press Enter to open the Optional feature list.
      3. Disable them one-by-one with this command Disable-WindowsOptionalFeature –FeatureName "FeatureName" -Online.
      4. Restart your PC.
    • Modify Migration Directory.
      1. Open File Explorer
      2. Navigate to C:\Windows\System32
      3. Find the "Migration" folder and rename it to "Migration.old"
      4. Restart your PC.

    In this case, let try to remove the key related to the Windows Insider program inside the registry to see if helps.

It can help fix some problems, however, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For further protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs.     • Type "Regedit" in the search bar and press Enter.
    • Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsSelfHost
    • Delete that entire folder.
    • Restart your PC.
    • Try to mount the .iso file or the in-place upgrade again.
