1 Minute Email Send Delay

I'm on a MacBook with Legacy Outlook, and I would like to have an automated 1-minute delay on all emails I send out. I remember removing a delay a while back, but I don't remember how I did this, and the Q&As I am finding online do not seem to match what I need. The two solutions I have seen deal with (1) creating a rule and (2) send/receive settings under account preferences. However, neither of these seems applicable to me. I don't see a rule allowing for a delay, and I don't think one can find send/receive settings in account preferences anymore.

I don't know how Legacy Outlook updates as new versions of Outlook come out, but the version is 16.102.3.

Edit: There is no "Manage Rules & Alerts," nor have I found "Apply rule on messages I send." In the rules section, there are server rules and client rules, such as "outgoing." When browsing the rules I can make via these options, none include a delay option, unless I am looking in the wrong section.
