The error message stating "Cannot download a file" typically indicates a problem with accessing required installation components, either due to network restrictions, installer misconfiguration, or compatibility conflicts. 

Please follow the steps below to try resolving the issue: 

Remove Previous Office or Visio Installations 

Residual files from previous installations can interfere with new setups. Use the Office Uninstall Tool to completely remove any existing Office or Visio components. After removal, restart your computer before attempting a new installation. 

Use the Correct Offline Installer from the DVD 

Navigate to the DVD contents and locate the Office folder. Inside, you will find two setup executables: 

• Setup32.exe – for 32-bit installations 
• Setup64.exe – for 64-bit installations 

Run the version that matches your existing Microsoft Office installation. This method uses local files and does not require downloading components from the internet. 

Ensure Bitness Compatibility with Existing Office Installation 

If Microsoft Office is already installed on your system, verify whether it is a 32-bit or 64-bit version. Visio must match this bitness exactly. Mixing 32-bit and 64-bit Office components is not supported and will result in installation failure. 

To check Office bitness: 

• Open any Office application (e.g., Word) 
• Go to File > Account > About [Application] 
• Review the version information for bitness details 

Temporarily Disable Antivirus and Firewall 

Security software may block the installer from accessing necessary files or services. Temporarily disable any antivirus programs and firewall settings during installation. Additionally, ensure your network allows access to Microsoft’s installation endpoints. 

Use the Office Deployment Tool (ODT) for Controlled Offline Installation 

If the DVD setup continues to fail, you may install Visio using the Office Deployment Tool (ODT), which allows for a fully offline installation.

Check for Installation Technology Conflicts 

 According to Microsoft’s official guidance, different installation technologies cannot coexist on the same computer. If you have Office Professional Plus 2019 (volume licensed) installed, it uses Click-to-Run technology. Visio Professional 2016 (volume licensed) typically uses MSI-based installation. Mixing MSI and Click-to-Run products is not supported and will cause installation failure. 

 Resolution: 

• Upgrade Visio to a Click-to-Run version (such as Visio Professional 2019 or Visio Plan 2), or 
• Install Visio on a separate device or virtual machine, or 
• Replace Office 2019 with an MSI-based Office 2016 suite if you must keep Visio 2016 MSI.
